That we are 9Pposed to the proposed Arkansas Valley <br />Authority Aot of 1941 and reoommend to the Congressional delegations <br />of the \-':estern States that they oppose this measure and all similar <br />measures by all appropriate means. <br /> <br />Second. That appropriate steps be taken by legislation or <br />otherwise for the purpose of cGordinating more effeotively the activities <br />of existing'federal agencies engaged in investigating, constructing, and <br />operating prGjects for tae development and utilizatiGn of the water <br />resourceS of the river basins of the United States. <br /> <br />Third. That oonsideration be given by the Congress to the <br />desirability of amending the National Reclamation Aot of 1902, as <br />amended. to the end that the Bureau of Reclamation may function outside <br />of the western area to which its aotivities are now restricted. <br /> <br />Fourth. That all federal legislation relati~g to the control, <br />regulation and utilisation of water and other natural resouroeS in <br />interstate river basins should recognise fully the principle of equitable <br />oooperation between federal and state governments, each operating within <br />its eonstitutional limitations. <br /> <br />Fifth. That a committee of seven be appointed here and now, <br />the me~bership of which may be altered or enlarged as set forth in the <br />m~nutes of the conferenoer that this committee be instructed to prepare <br />as soon as practioable suggestions for federal legislation designed to <br />oarry out the foregoing objeotives of this res.lution; and that a report <br />of the oommittee be transmitted to the Governors of the Western States <br />for their consideration and for such action as they may deem appropriate. <br /> <br />Sixth. That a copy of these resolutions be fon'mrded to the <br />'.ngressional delegations of the ~estern States. <br /> <br />Passed, adopted and approved in the City of Denver this <br />seventh day of February, A.
