<br />, <br /> <br />l; <br /> <br />; <br />.. .' <br /> <br />~ . <br /> <br />". <br /> <br />r <br />,! <br />Ii <br /> <br />; <br />. <br /> <br />.' <br /> <br />001084 <br /> <br />laws of the United States or of any State; and any approval, license, permit, <br />or other sanction required by any provision of any such law or la\vs for the <br />construction, operation, or maintenace of any suoh obstruction or polluter <br />or any part thereof (except such as may be constructed, operated, or maintainer <br />under this Act or other law of the United States by the Corporation) shall <br />be required as in such law provided. <br /> <br />(b) The Corporation may bring appropriate proceedings in a district <br />court of the United States to enjoin any violation of this section within <br />the territorial jurisdiction of such district court, or to require the re- <br />moval of any obstruction or polluter oonstructed, operated, or maintained <br />within such jurisdiction in violation of this sectionl and upon a proper <br />showing a temporary or permanent injunotion or decree shall be granted <br />without bond. <br /> <br />SEe. 23. The ccnsent of the Congress, subject to the provisions of <br />this section, is hereby given the several States to enter into agreements <br />and oompacts' between cr among any two or more States (1) to further and <br />supplement on behalf of the States the purposes of this Actl and (2) to <br />carry out on behalf of the States appropriate projeots and activities in <br />relation thereto: Provided, however, That no such agreement or compact <br />shall become effective or binding upon the States party thereto unless'and <br />until it shall have been submitted to and approved by the Corporation and <br />ratifled by Congress. The Corporation shall approve any such agreement or <br />compaot if it finds such agreement or compaot and the projeots and activities <br />contemplated thereby, to be feasible, practicable, and appropriate to and <br />consistent with the policies and purposes of this Act, and shall, insofar as <br />practicable, cooperate with and furnish information and assistance to the <br />States for the purpose of negotiating, entering into and carrying out agree- <br />ments and compacts pursuant to this section, <br /> <br />SEC. 24. All apprcpriations necessary to carry cut the provisicns of <br />this Act are hereby authorized. <br /> <br />SEC. 25, All Acts or parts of Acts in conflict herewith are hereby <br />repealed,' so far as they affect the operations contemplated by this Act. <br /> <br />SEC. 26. The sections of this Act are hereby decla.red to be separable <br />and in the event any one or more words, phrases, provisions, or sections of <br />this Act be held to be unconstitutional the same shall not affect the <br />validity cf other sections of this Act. <br /> <br />SEC. 27. This Act shall be liberally construed to carry out the <br />purposes of Congress to provide for the disposition of and make'needful <br />rules and regulations respeoting Government properties entrusted to the <br />Corporation, provide for the national defense, improve navigation, control <br />destruotive floods, and promote interstate commerce and the general welfare. <br /> <br />-2J,- <br />
