<br />and the payment of' the money by the United States pursuant thereto, or the
<br />payment of the money awarded into the registry of' the oourt by the Corpor-
<br />ation, the title to said property and the right to the possession thereof'
<br />shall pass to the United States, and the United ~tates shall be entitled to
<br />a ,vrit in the same prooeeding to dispossess the former o,~er of' said property,
<br />and all lessees, agents, and attorneys of' suoh former o\-mer, and to put the
<br />United States, by its oorporate oreature and agent, the Corporation, into
<br />possession of' said property.

<br />In the event of any property owned in whole or in part by minors, or
<br />insane persons, or incompetent persons, or estates of deceased persons, then
<br />the legal representatives of' suoh minors, insane persons, incompetent persons,
<br />or estates shall have power, by and with the oonsent and approval of' the
<br />trial judge in whose court said matter is f'or determination, to consent to
<br />or reject the av~rds of' the commissioners herein provided f'or, and in the
<br />event that there be no legal representatives, or that the legal represent-
<br />atives for such minors, insane persons, or incompetent persons shall fail or
<br />deoline to act, then such trial judge may, upon motion, appoint a guardian
<br />ad litem to act for such minors, insane persons, or incompetent persons, and
<br />such guardian ad litem shall aot to the full extent and to the same purpose
<br />and effeot as his vre.rd oould act (if ccmpetent, and suoh guardian ad litem
<br />shall be deemed to have full power and authority to respond, -1;0 conduct, or
<br />to maintain any proceeding herein provided f'or af'fecting his said \vard.

<br />SEC. 21 The net proceeds f'or each fiscal year derived by the board
<br />from the sale of power, water, and any products manuf'actured by the Corpor-
<br />ation, and from any other aotivities of the Corporation, including the
<br />disposition of any real or personal property, after deducting the cost of
<br />operation, maintenance, depreciation, interes-l; on bonds, amortiz ation, and
<br />an amount deemed by the board as necessary to vdthhold as operating oapital
<br />or devoted by the board to new oonstruotion, shall be paid into the Treasury
<br />of' the United States a-l; the end of eaoh calendar year.

<br />SEC. 22. (a) To insure the integrated and ooordinated promotion of'
<br />navigation, control, and prevention of floods, safeguarding of navigable
<br />waters, reclamation of the public lands, and protection of property of the
<br />United States, no dam, appurtenant vrorks, sewvr, dock, pier, wharf', bridge,
<br />trestle, landing pipe, building, float, or other or different obstruotion
<br />or polluter af'feoting navigation, the use of navigable waters, flood oontrol
<br />and prevention, the public lands, or property of' the United States, shall be
<br />constructed, or operated or maintained, over, aoross, along, in or into the
<br />Arkansas, the Saint Francis, the Red, or the White River, or any tributary
<br />of any of' said rivers, except in acoordanoe vdth plans for suoh oonstructi~,
<br />operation, and maintenanoe approved by the Corporation. The requirementll of
<br />this section shall be in addition to the requirements of all other applicable
<br />
