<br />stations during each year, the average cost of such power per kilo,vatt-hour,
<br />the total cost of all stored .vater sold by it during each year, the rates at
<br />which suoh power and water are sold, and to whom sold, and copies of all
<br />contracts for the sale of power and water.

<br />SEC. 14. In order (1) to facilitate the disposition of the ,surplus
<br />power of the Corporation according to the polioies set forth in this Aot:
<br />(2) to give effeot to the priority herein accorded to States, oounties,
<br />municipalities, and non-profit organizations in the purchase of such power
<br />by enabling them to acquire facilities for the distribution of such povrer;
<br />and (3) at the same time to preserve existing distribution facilities as
<br />, going concerns and avoid duplication of such facilities, the board is
<br />authorized to advise and oocperate .dth and assist, by extending credit to
<br />States, countieS, municipalities, and nonprofit organizations situated within
<br />transmission distance from any dam where suoh power is generated by the
<br />Corporation in acquiring, improving, and operating (a) existing distribution
<br />faoilities and inoidental vrorks, including generating plants; and (b) inter-
<br />connecting transmission lines, or in acquiring any interest in suoh faoilities,
<br />incidental works, and lines. In order to facilitate the disposition of surplus
<br />water in acoordance with the provisions of this Act, the board is also author~
<br />ized to advise and cooperate vdth and assist, by extending credit to States,
<br />counties, municipalities, and nonprofit organizations within distanoe per-
<br />mitting practioable purohase and utilization of water stored and available
<br />for sale at any work or facility of the Corporation in acquiring, improving,
<br />and operating existing canals, conduits. laterals, pipe lines, ditches. and
<br />incidental works and facilities, or in acquiring any interests therein.

<br />SEC. 15. (a) In the construotion of any f\1ture dam, steam plant.
<br />canal, pipe line, conduit, or other facility, to be used in whole or in part
<br />for the generation or transmission of electric power or the storage or
<br />transportation of vmter for irrigation purposes, the board is hereby author-
<br />ized and empowered to issue and sell bonds not to exceed in the aggregate
<br />$50.000.000 outstanding at anyone time.

<br />(b) The Corporation is also authori7. ed to issue additional bonds not
<br />to exceed in the ag~re~ate ~50.000.000 outstanding at anyone time which IIJB.Y
<br />be sold by the Corporation to obtain funds to carry out the provisions of
<br />section 14 of this Act.

<br />(c) The Corporation is also authorized to issue additional bonds not to
<br />exceed in the aggregate ~50.000.000 outstanding at anyone time which may be
<br />sold by the Corporation to obtain funds with which it IIJB.Y purchase, when in
<br />the opinion of the board the same may be necessary or appropriate to the
<br />purposes of this Act, privately owned electric utility and irrigation properties
<br />within the area of its operations.
