<br />001077 <br /> <br />, <br /> <br />. <br /> <br />the board deems necessary or appropriate to promote a sound national economy, <br />to encourage the widest possible economic use of ,vater for irrigation and of <br />electric energy for domestic, rural, and industrial needs, and to avoid the <br />imposition upon anyone purpose of a greater share of joint costs than such <br />purpose may fairly bear. The board shall also determine the appropriate <br />periods of rates of amorti~ation to be applied to the capital investment <br />allocated to a revenue-producing purpose. The allooation of costs and the <br />periods and rates of amorti~ation so determined by the board, when approved <br />by the President of the United states, shall be final and sha.ll be used <br />thereafter in keeping the books of the Corporation. <br /> <br />(b) The board shall, on or before Januar-y 1, 1945, file with Con~ess <br />a statement of its allooaticn of the value of all such properties turned over <br />to said board and which have been completed prior to the end of the preceding <br />fiscal year. and shall thereafter in its annual report to Ccngress file a <br />statement of its allocation of the value of suoh properties as have been <br />completed during the preceding fiscal year. <br /> <br />(c) For the purpose of acoumulating data useful to the Congress in the <br />formulation of legislative policy in matters relating to the generation. <br />transmission, and distribution of eleotric energy, and to the Federal Power <br />Commission ~nd other Federal and State agencies, and to the public, the board <br />shall keep complete accounts of its costs of generation, transmission, and <br />distribution of electric energy and shall keep a complete aocount of the <br />total cost of generating and transmission facilities constructed or otherwise <br />acquired by the Corporation, and a description of the major components of <br />such costs aocording to such uniform system of accounting for public utilities <br />as prescribed by the Federal Power Comm.ission, with suoh modifications as may <br />be deemed by the Corporation and Federal Power Commission to be necessary or <br />desirable by reason of the nature and character of the Corporation and its <br />operations, together with records of such other physical data and operating <br />statistics of the Corporation as _y be helpful in determining the ac-tual <br />cost and value of services, and the practices, methods, facilities, equipment, <br />appliances, and standards and siz es, types, location, and geographioal and <br />economic integration of plants and systems best suited to promote the public <br />interest, efficiency, and the wider and mcre economical use of electric energy. <br />Such data shall be repcrted to the Congress by the board from time to time <br />with appropriate analyses and recommendations, and, so far as practicable, <br />shall be made available to the Federal Power Commission and other Federal <br />and State agencies whioh may be concerned with the administration of legis- <br />lation relating to the generation, t ransmiss ion, or distribution of electric <br />energy, It is hereby declared to be the policy of this Act that, in order, <br />as soon as practicable, to make the Corporation's power and water projects <br />self-supporting and self-liquidating, the surplus power and water shall be sold <br />at rates which, in the opinion of the board, will produce gross revenues in <br />excess of the cost of production of said power or of the storage of said <br /> <br />" <br /> <br />" <br /> <br />. . <br /> <br />'. <br /> <br />. <br /> <br />. <br /> <br />, <br /> <br />- 15- <br />
