(e) Each of the members of the board shall be a citiz en of the United <br />States and shall receive a salary at the rate of ~12,500 a year, to be paid by <br />the Corporation as current expenses. Members of the Board shall be reimbursed <br />by the Corporation for aotual expenses (inoluding travelin~ and subsistenoe <br />expenses) inourred by them in the performanoe of the duties vested in the board <br />by this Aot. No member of said board shall, during his oontinuanoe in offioe, <br />be engaged in any other business, but eaoh member shall devote himself to the <br />work of the Corporation. <br /> <br />(f) No direotor shall, during his oontinuance in office, have finanoial <br />interest in any publio utility oompany engaced in the business of generating, <br />transmitting, distributing, or selling pow~er to the public; nor in any holding <br />oompany or subsidiary oompany of a holding company as those tenns are defined <br />in the Publio Utility Holding Company Aot of 1935; nor in any business that may <br />be adversely affeoted by the suooess of the Corporation. <br /> <br />SEC, 4 (a) The board shall, without regard to the provisions of oivil- <br />servioe laws applioable to offioers and employees of the United States, employ <br />suoh managers, assistant managers, officers, employees, attorneys, agents, and <br />oonsultants as are neoessary for the transaotion of its business, fix their <br />oompensation, define their duties, require bonds of such of them as the board <br />may designate, and provide a system of organization to fix responsibility and <br />promote effioiency. Any employee of the board may be removed in the disoretion <br />of the board. No regular officer cr employee of the Corporation shall receive <br />a salary in excess of that received by the members of the board. Subject to the <br />provisions of this Act and of other laws of the United States, the Corporation <br />shall deal collectively with its employees through representatives of their <br />own ohoosing and is authorized to enter into written or oral contracts with <br />suoh employee representatives. <br /> <br />" <br /> <br />, <br /> <br />{ <br /> <br />(b) In the employment, selection, classification, and promotion of <br />officers and employees of the Corporation, no political test or qualification <br />shall be pennitted or given consideration, but all suoh employments and <br />promotions shall be given and made on the basis of merit and efficienoy. Any <br />employee of the board who is found by the board to be guilty of a violation <br />of this subsection shall be removed from office by the board. It shall be <br />unlawful for a member of the board to make or assist in the making of or cause <br />to be made any employment, seleotion, classification, or promotion of,any <br />officer or employee of the Corporation on the basis of or because of any <br />political qualification or test, and any member of the board who violates this <br />provision shall be guilty of an offense against the United States and, upon <br />conviction thereof, shall be fined not more than .,;5,000 or imprisoned not more <br />than one year, or both. <br /> <br />'. <br /> <br />-3- <br />
