Description of Action: Water Users Association No.1, a <br />subdistrict of the Colorado River Water Conservation District, on July <br />10, 1980 applied for a Department of the Anny pennlt (No. 7277) to <br />allow placement of fill In the White River as required for <br />construction of a dam and reservoir near Taylor Draw upstream from the <br />town of Rangely. The application was filed pursuant to Section 404 of <br />the Clean Water Act (33 U.S.C. 1344). <br /> <br />The Proposed Action Involves construction of an earth fill dam and <br />reservoir to provide domestic and Industrial water supply as well as <br />recreation and flood control. The dam would require the placement of <br />approximately 265,700 cubic yards of fill and 2800 cubic yards of <br />concrete. <br /> <br />The Proposed Action Includes a spillway sized to pass a flood flow of <br />65,300 cubic feet per second and an outlet works sized to accommodate <br />the future addition of a 2000 kilowatt hydroelectric power generation <br />facility. Planned future additions Include picnic and boating <br />facilities. The Proposed Action would Increase the flnn water supply <br />available for domestic and Industrial use In the Rangely area, <br /> <br />3. Major Issues and Areas of Controversy: Based on Infonnatlon <br />received during the scoplng process and DEIS review, significant <br />Issues related to this project are: <br /> <br />1.
