<br />01'l:'5:',1 <br /> <br />In Rio Blanco County approved the Issuance of $13,000,000 in general <br />obligation bonds to build a reservoir by a margin of 509 to 49, <br /> <br />1,2.2 The basic purpose of the Taylor Draw Reservoir Is to provide a <br />dependable municipal, agricultural, and industrial water supply to <br />water users within the boundaries of Water Users' Association No.1, <br />Including the town of Range1y, to provide needed flood control, <br />recreation, and a source of hydroelectric power in the future. <br /> <br />1,2.3 Population estimates project the present population of the town <br /> <br /> <br />of Rangely to Increase 1,5 to 3 fold during the twenty year planning <br /> <br /> <br />period ending in the year 2000.(4) During the severe drought of 1977 <br /> <br /> <br />the town of Range1y experienced a shortage of danestic water. The <br /> <br /> <br />town of Range1y hopes to Insure a dependable water supply through the <br /> <br /> <br />construction of a dam and reservoir, The surrounding area Is the <br /> <br /> <br />focus of energy related development, and rapid growth Is expected as <br /> <br />resources are developed. Development of these resources will require <br /> <br /> <br />a dependable Industrial water supply, <br /> <br />1.2.4 Areas along the White River in western Rio Blanco County, <br />Including the town of Range1y, are flooded periodically when Ice jams <br />block the flow of the river, Frequency of flooding Is once every 7 to <br />10 years, large thunderstonns have also resulted In flooding of the <br />downtown area of Rangely, A dam upstream fran the town would act to <br />rroderate diurnal flows and inhibit Ice rrovement to reduce the flood <br />potential. <br /> <br />1,2,5 No water based recreation facilities exist in the proximity of <br />the town of Range1y. The closest facility is Rio Blanco Lake, 35 <br />miles (56 km) to the east. The people of Range1Y have expressed a <br />desire for water based recreation closer to town by supporting a bond <br />Issue to finance a Taylor Draw Dam, <br /> <br />3 <br />
