"Secretary" includes the following officers of the <br /> <br />Department of the Interior: Secretary, Actin~ Secretary, Under <br /> <br />Secretary, Acting Under Secretary, Deputy Under Secretary, Assistant <br /> <br />Secretary, Acting Assistant Secretary, and Deputy Assistant Secretary. <br /> <br />, <br /> <br />4. Tentative rates. The Secretary will announce by the issuance <br /> <br />of a press release that tentative adjusted rates for the project have <br /> <br />been prepared and are under consideration. Notice also shall be <br /> <br />published in the Federal Register. The Department will mail to the <br /> <br />power customers of the project and other interested persons information <br /> <br />in writing concerning (1) the tentative rates, (2) the principal criteria <br /> <br />used in developing the tentative rates, and (3) the schedule for public <br /> <br />participation in the review of the tentative rates and in the <br /> <br />development of the final rates. <br /> <br />0' <br /> <br />5. Consultation and comment period. For a period ending <br /> <br />90 days after the issuance of the press release, or 15 days after <br /> <br />the close of the public comment forum described in paragraph 7 below, <br /> <br />whichever is later, all interested persons will have the opportunity <br /> <br />to consult with, and obtain information from, departmental <br /> <br />representatives, to examine backup data, and to make su~gestions <br /> <br />for modification of the rates or criteria. At any time during this <br /> <br />period, any person may file written comments with the Regional Director <br /> <br />of the Bureau of Reclamation responsible for power marketing from <br /> <br />~ <br /> <br />COP Y <br /> <br />54 <br />
