i. Irrigation aid, columns 23, 24, and 25.

(1) Cumulative total, column 23. Entries in this column
show the amount of irrigation investment of the storage units that is to
be repaid with revenues from the sale of power. The amount needed is
the total irrigation investment less the amount paid by M&I, as shown on
Table F-2.

(2) Balance to be repaid, column 24. Entries in this
column show the amount of storage unit irrigation investment remaining
to be paid in each year of the study from the sale of power.

(3) Allowable unpaid balance, column 25. Entries in this
column show the amount of storage unit irrigation investment that can be
unpaid by power revenues in each year of the study. In order to meet
basic requirement F.2.c. above, the balance to be repaid must not exceed
the allowable unpaid balance.

j. Other revenue applications and cumulative earned surplus,
columns 26, 27, and 28. Entries in these columns show the amounts of
power revenues available for other applications, the amounts of power
revenues needed to assist in the repayment of the irrigation allocation
of the participating projects, and the cumulative surplus of power
revenues. In addition to the power revenues, M&I revenues are also
available and are applied to the repayment of the irrigation allocation
of the participating projects. Table F-3 shows a breakdown of the
revenues between power and M&I.

(1) Available, column 26.
cumulative power revenues available for
of the study (see column 27).

Entries in this column show the
other applications in each year

(2) Required, column 27. Entries in this column show the
cumulative amount of power revenues required by the Upper Basin states
in order to provide funds for repayment of the irrigation allocation of
the participating projects beyond the ability of the water users to
repay.

(3) Cumulative earned surplus, column 28. Entries in this
column show the accumulation of power revenues by the Upper Basin states
in excess of the funds required.

.

The ratesetting point in the study is marked with an (*). An asterisk
(*) is shown in column 27 for the year 2046. This is the ratesetting
point in the study, inasmuch as the amount of funds required by the
States at that time determines the power rate needed.

46
