3. Method of Calculation. The calculations for a repayment study
are accomplished by use of high-speed digital computers.

Historical data are taken from records; however, projecting data for
future years is a complicated process which, of necessity, requires
judgment.

4. Results Summary. Table F-l summarizes the results of the CRSP
fiscal year 1974 study. This study summary is in the new format that
will be used for all future studies for all projects.

There are detailed calculations involved and many backup tabulations
which show the composition or derivation of the number shown in the
summary. The data on Table F-l are displayed to the nearest $1000 and
consequently, some of the arithmetical totals across or down the columns
may differ slightly from the data shown. Given below is a brief de-
scription of the basis for the numerical data in each of the columns on
Table F-l:

a. Dates. Columns 1 and 30 list the study year of the project.
The first date is the date when the first feature of the project went
into service. Columns 2 and 29 show the fiscal year involved.

b. Revenue, column 3. The total annual revenue is listed in
this column. Revenue is obtained from firm energy and capacity sales,
nonfirm energy sales, wheeling over the transmission system, rental of
facilities, and from other miscellaneous uses. The major source of
revenue is from firm energy and capacity sales and these revenues are
calculated from the amount of firm energy and dependable capacity avail-
able and the rates involved. Future power availability is obtained from
projections of generated energy based on past hydrological data and
expected water runoff, reduced by upstream depletions, and integrated
with power purchased.

c. Revenue deductions (columns 4 through 9).

(1) Operation and maintenace expenses, column 4. The
annual expense associated with operating and maintaining the projects'
power facilities is tabulated. That expense includes salaries of all
employees involved in direct operation of powerplants, substations, and
dispatch offices; in maintenance of powerplants, substations and trans-
mission lines; and the cost of supplies associated with maintenance.
Appropriate administrative, engineering, and other overhead costs are
also included.

(2) Purchased power expense, column 5. Data tabulated in
this column include the cost of firming energy and of energy to replace
deficiencies in generation at Hoover Powerplant due to water storage in
CRSP reservoirs.

42
