3. Lands having wilderness character are to be managed so as not

to impair their suitability for preservation as wilderness until Congress

makes a determination; except that existing mining and grazing uses, and

mineral leasing will be permitted to continue in the manner and degree in

which the same were being conducted on October 21, 1976;

be. suitable must he conducted by the U.S. Geological Survey (GS) and the

Bureau of Mines (BM) prior to any recommendation for the designation of

an area as wilderness;

B. Location of Public Lands.

The FLPMA requires the BLK to study the public lands and report

back to Congress, through the Office of the PreSident, on those areas

containing wilderness characteristics. The BLK is responsible for 447

million acres, mostly in the 11 Western States and Alaska, However, in
