Once an area <br />has been designated for preservation ~s wilderness, the provisions <br />of the Wilderness Act which apply to national forest wilderness <br />areas shall apply with respect to the administration and use of <br />s~ch designated area, including miner~l surveys required by section <br />4(d)(2) of the Wilderness Act, and mineral development, access <br />exchange of lands, and ingress and egress for mining claimants <br />and occ~pants" (emphasis added). <br /> <br />Section 2(c) of the Wilderness Act of 1964 provides: <br /> <br />"A wilderness, in contrast with those areaS where =n <br />and his own works dominate the landscape, is hereby <br />recognized as an area where the earth and its community <br />of life are untrammeled by man, where man himself is a <br />visitor who does not remain. An area of wilderness is <br />further defined to mean in this Act an area of unaeveloped <br />Federal land retaining its primeval character and influence, <br />without permanent improvements or human habitation, Which <br />is protected and managed so as to preserve its natural <br />conditions and which (1) generally appears to have been <br />affected primarily by the forces of nature, with the <br />imprint of man's work substantially unnoticeable; (2) has <br />outstanding opportunities for solitude or a primitive <br />and unconfined type of recreation; (3) has at least five <br />tho~sand acres of land or is of sufficient size as to make <br />practicable its preservation and use in an unimpaired <br />condition; and (4) may also contain ecological, geological <br />or other features of scientific, educational, scenic, or <br />historical values." <br /> <br />In the FLP!1A mandate, Congress set several specific requirements: <br /> <br />1. Recommendations on all natural or primitive areas formally <br /> <br />identified prior to November 1, 1975, must be reported to the President <br /> <br />by July 1, 1980; <br /> <br />2. Within 15 years of the date of approval of the Act. October 21, <br /> <br />1976, all roadless areas of 5,000 acres or more and all road less islands <br /> <br />of public land with wilderness characteristics must be reported to the <br /> <br />4 <br />
