.

00279

.

2

guIdance from the State of Colorado, the Bureau of

ReclamatIon sImply closed shop and, for all practIcal

purposes, abandoned the project.

There Is lIttle questIon but that the overwhelmIng

majorIty of resIdents In the South Platte Valley favored

the constructIon of the Narrows Unit from Its very Incep-

tIon. It was not untIl recent years, however, that the

proponents of the project became suffIcIently organIzed to

brIng about a resumptIon of project actIvIty. DurIng the

past three years, the Colorado Water ConservatIon Board

approprIated over $100,000 to restudy the entIre Narrows

Issue. It was felt by the staff of the Board that, If

the reservoIr could be relocated upstream from the orIgInal

Narrows sIte, then many of the previous objectIons could be

elImInated.

A comparIson study was InItIated therefore between the

Weld County sIte, some twenty miles upstream from the

Narrows, and the orIgInal Narrows site. ThIs now completed

comparIson IndIcates that a dam located at the upper sIte,

that Is, the Weld County sIte, would cost approxImately

12 mIllIon dollars more than the lower sIte, on the basIs

of achIevIng the same storage purposes. UsIng cost only,

therefore, as the sole crIterIa, the Weld County sIte cannot

be JustIfIed. For other reasons, however, It has not yet

been elImInated.
