TRANS1tfITI'AL AND AUTHORITY This is mv l"e-pOlt on the Ruedi Dam and Reservoir, potential fea- turesofthe Frylllgpa.n-Arkansas project. The Ruedi Dam and Reser- voir are proposed lIS substitutes for the Aspen nun and Reservoir insofar as replacement water and water for future use in western Colorado are concerned. In additiou to satisfying requirements stem- ming from operation of the Fryingpan-Arkansas project and from policy of the State of Colorado as expressed in the Colorado tVater Coaservancy Distri"t Ad, R<1edi Dam alld Reservoir would provide additional storage capacity and water for use in western Colorado. Substitution of Ruedi Dam and Reservoir for Aspen Dam and Reservoir will in no way affect the remainder of the Fryingpan- ArkansllS project plan. Western slope water collection features on the Fryingpan River (also called Fryin",<<pan Creek) and Hunte!" Creek, tlIe Continental Divide tunnel, and all eastern slope features and facilities remain unchanged from those set forth in House Docu- ment No. 187, 83d Congress, 1st session, and as modified in some dlr tails in testimony before the Senate and House Irrigation and Rec- lamation Subcommittees of the InteriQcandJnsula"-.A1Ia.U:s_Com- -- mlt1BeS ill tlieB3a;-84tli, and 85th Congresses. The quantity of water to be divert"d to the eastern slope likewise will not be changed. It remains at an annual average of 69,200 acre-feet for the period 1911-44. Although the estimated construction cost of Ruedi Dam and Reser- voir exceeds the estimated cost of Aspen D..m and Reservoir, the re- vised operating- principles provide that the financial obligation at- tached to the Fryingpan-Arkansas project be limited to the estimat"d cost of Aspen Dam and Reservoir, or $7,600.000. The economic justi- fication and feasibi1ity of the Fryingpan-Ar)mnsas project, (,herefore, are not affected by the subst,tut,lOn of Ruedl Dam and Reservoir. This report and appended materials are submitted for your approval and for departmental action with a view toward securing approval of the substitution of Ruedi Dam and Reservoir for Aspen Dam and Reservoir in connection with congr(~ssional authorization of the Fry- ingpan-Arkansas project. 17
