Attention 700. <br />From: Director. <br />Subject: Report on Ruedi Dam and Reservoir, snpplementing the re- <br />port on the Fryingpan-Arkansas project, House Document No. <br />187, 811d Congress, 1st session. <br /> <br />TRANS1tfITI'AL AND AUTHORITY <br /> <br />This is mv l"e-pOlt on the Ruedi Dam and Reservoir, potential fea- <br />turesofthe Frylllgpa.n-Arkansas project. The Ruedi Dam and Reser- <br />voir are proposed lIS substitutes for the Aspen nun and Reservoir <br />insofar as replacement water and water for future use in western <br />Colorado are concerned. In additiou to satisfying requirements stem- <br />ming from operation of the Fryingpan-Arkansas project and from <br />policy of the State of Colorado as expressed in the Colorado tVater <br />Coaservancy Distri"t Ad, R<1edi Dam alld Reservoir would provide <br />additional storage capacity and water for use in western Colorado. <br />Substitution of Ruedi Dam and Reservoir for Aspen Dam and <br />Reservoir will in no way affect the remainder of the Fryingpan- <br />ArkansllS project plan. Western slope water collection features on <br />the Fryingpan River (also called Fryin",<<pan Creek) and Hunte!" <br />Creek, tlIe Continental Divide tunnel, and all eastern slope features <br />and facilities remain unchanged from those set forth in House Docu- <br />ment No. 187, 83d Congress, 1st session, and as modified in some dlr <br />tails in testimony before the Senate and House Irrigation and Rec- <br />lamation Subcommittees of the InteriQcandJnsula"-.A1Ia.U:s_Com- <br />-- mlt1BeS ill tlieB3a;-84tli, and 85th Congresses. The quantity of water <br />to be divert"d to the eastern slope likewise will not be changed. It <br />remains at an annual average of 69,200 acre-feet for the period 1911-44. <br />Although the estimated construction cost of Ruedi Dam and Reser- <br />voir exceeds the estimated cost of Aspen D..m and Reservoir, the re- <br />vised operating- principles provide that the financial obligation at- <br />tached to the Fryingpan-Arkansas project be limited to the estimat"d <br />cost of Aspen Dam and Reservoir, or $7,600.000. The economic justi- <br />fication and feasibi1ity of the Fryingpan-Ar)mnsas project, (,herefore, <br />are not affected by the subst,tut,lOn of Ruedl Dam and Reservoir. <br />This report and appended materials are submitted for your approval <br />and for departmental action with a view toward securing approval <br />of the substitution of Ruedi Dam and Reservoir for Aspen Dam and <br />Reservoir in connection with congr(~ssional authorization of the Fry- <br />ingpan-Arkansas project. <br /> <br />17 <br />
