<br />7. The prima.ry purpose of RueJi R.eservoir, and an)' r~ervOlr c~m-
<br />structed in addition thereto, is to furnish, to the extent of Jts capacJty,
<br />in like manner as if the project were constructed by a water conser-
<br />vancy district organized pursuant to the laws of the State of Colorado,

<br />as follows: "Howe,"er, an} works or fac.ilities planned and designed
<br />for the exportation of water from the natural basin of the Colorado
<br />River a.nd its tributltries in Colorado, by any district createu under
<br />this article, shall be snbject to the provisions of the Colorado River
<br />Compact and the Boulder Canyon Project Act. Any snch works or
<br />facilities shall be designed, constructed, and operated in snch a. manner
<br />that the present appropriations of water, and in addition thereto
<br />prospettiye uses of water for irrigation a.nd oUler beneficial consump-
<br />tive use purposes, including cOllsnmpt.ive uses for domestic, mining
<br />and industrial purposes~ within the natural basin of the Colorado
<br />Ri\'er in the. State of Colorado, from which water is exported, will not
<br />be impaired Jlor illereased in cost at the expense of the water users
<br />within the natura I basin. The facilities and other means for the
<br />accomplishment of said purpose, shall be incorporated in, and made a.
<br />part of nny projeet plans ror the e-xportation of water from said nat-
<br />ural basin in Colorado."
<br />8. Project di\'ersions from Lime Creek shall be made only in the
<br />months oJ j\[ny and .J HIlC of e:lch }'ear, unless t.he Colorado Rivel;
<br />'Vater COIlselTntion District. shall, II}' written cOmm1Ulil'ntion, advise
<br />the Colorado State engineer that. additional diversions can be made.
<br />fl. Tho respective decrees which mn)' be or havo been awarded to
<br />the parties hereto as a part of t.he Fryingpan-Arkansas project and
<br />Basltlt project shall be administered by the proper ofticials of the State
<br />of Colorado in accordance \\'it.h the applicable laws of t.he State of
<br />Colorado, fmd with the following principles and procedures, to wit:
<br />(1) That the dema.nd on the wat<,rs lwailable Ul\der such decrees
<br />sha.ll be allocated in the following sequence.:
<br />(a.) For diversion to the Arkansas Valley t.hrough t.he collection
<br />system and t.he fa~ilit,ies of the Fryinh'van-Arkansas project in an
<br />a.mount not exceedlng an nggreb'1lte of 120,000 aCre-TE'et. of '...riter hi .

<br />recreatIOnal and fishlllg values, the State engll1ee.r shall so regulate
