002~95

.

.

to reconsider" to the State Board by November 27, 2002. Based upon the content and substance of
those motions, the State Board proposes to hold a day-long hearing on December 30, 2002, to
address the motions to reconsider and issue their final decision in the matter. The State Board will
hold the December 30, 2002, hearing in Sacramento, California.

Basin States/Ten Tribes Discussion

Colorado River De/ta Symposium

On October 15-17,2002, a Colorado River Delta Mapping Workshop was held in Tijuana,
Mexico. The discussions at the workshop focused on the state of the knowledge related to the
resources in the Colorado River Delta region and the specific actions needed to maintain those
resources. Conflicts and competition associated with preserving and maintaining the environmental
resources and the ecosystem were also discussed. In the breakout sessions the discussions focused
on the coastal and marine resources; the fish and mammals; terrestrial vertebrates; habitat,
vegetation, and restoration and hydrology. Using the base of knowledge regarding the resources the
discussions then focused on specific geographical areas (the intertidal, coastal and marine area; the
Colorado River corridor; the Rio Hardy Corridor, and the off-channel wetlands). For each of these
areas, the resource priorities, the associated conflicts, and the information and data gaps were
identified. The identified data gaps will be utilized to focus future research and data gathering
efforts. I found the workshop very informative and well run. Proceedings from the workshop are
expected to be released by the end on November.

.\-.
't-
lJ

Colorado River Environmental Activities

Lower Colorado River Mu/ti-Species Conservation Program

The Scientific Peer Review Panel has been assembled and is being brought under contract
to review elements of the second draft Conservation Plan and materials included in the addendum.
The Peer Review Panel has targeted the weekend of November 22-25, 2002, to meet with members
of the Steering Committee and the Technical Consulting Team to go over the Conservation Plan and
the goals of the Program.

Additionally, representatives ofthe Steering Committee, including Mr. Harris and myself,
completed several key meetings with Lower Colorado River Tribal governments related to continued
Tribal participation in development of the LCR MSCP. Last week we met with the Fort Mojave,
Colorado River, and Cocopah Indian Tribes.

At the meetings, each of the Tribes expressed a willingness to continue to actively participate
in program development, as well as long-term implementation of conservation and restoration
activities on certain Tribal lands within the MSCP planning area.

Washington.
