<br />~ <br />~ <br />~ <br />~ <br />\j <br />~ <br /> <br />~ <br /> <br />. <br /> <br />. <br /> <br />" <br /> <br />. <br /> <br />current status of the LCR MSCP and the steps necessary to complete the program by late-2004. <br />Another important purpose of the meeting is to begin to scope out the process leading to direct <br />negotiation of key issues related to finalization of the LCR MSCP and the process for <br />implementation of the MSCP in early-2005. <br /> <br />Centerfor Biological Diversity; Cabazon Band of Mission Indians; and Sierra Club vs. Gale Norton <br /> <br />The Center for Biological Diversity, Sierra Club and Cabazon Band of Mission Indians <br />amended the original complaint against the Department of the Interior related to the Salton Sea <br />Reclamation Act and completion of the NEPA analysis and Report to Congress. The amended <br />complaint drops the injunctive relief provision related to the transfers of Colorado River water from <br />the lID to San Diego. Follow up correspondence between the MWD and the plaintiffs counsel <br />indicates that the plaintiffs will not seek to have the transfer process stayed pending the outcome of <br />the litigation. I have included a facsimile copy of the amended complaint and the correspondence <br />from the MWD related to the complaint in the Board folder under Tab 8. Because injunctive relief <br />was not being requested by the plaintiffs and after discussions with the Board's counsel, it was <br />decided not to request the California Attorney General's Office to intervene in this case. <br /> <br />WATER QUALITY <br /> <br />Colorado River Basin Salinity Control Forum <br /> <br />On October 29 and 30, the Colorado River Basin Salinity Control Advisory Council and <br />Forum held their meetings in San Diego, California. From these meetings, the Forum approved <br />issuance of the 2002 Review-Water QualityStandardsfor Salinity-Colorado River System. The 2002 <br />Review recommends no change in the numeric criteria and proposes a Plan ofImplementation for <br />controlling salinity. The Forum will transmit the 2002 Review to each state's water quality agency, <br />who will in turn adopt it for inclusion as part of that state's water quality standards. <br /> <br />Also at the meeting, the Forum formally established a "Selenium Committee", composed of <br />fourteen members; two from each state.
