<br /> <br />ADDENDUM <br /> <br />to <br /> <br />USDA Salinity Report <br /> <br />Uintah Basin Unit, Utah <br /> <br />November 1980 <br /> <br />This two page addendum becomes part of the USDA Salinity Report, <br />Uintah Basin Unit, Utah, and is to be filed in the front of the <br />report. It incorporates several changes that have taken pl ace since <br />the report was published in January 1979. <br /> <br />Several members of the Colorado River Basin Salinity Control Advisory <br />Council submitted comments on the report. SCS responded directly to <br />each member in answer to their Questions or concerns. It became <br />apparent, however, that two modifications were needed in the report. <br /> <br />First, the salinity impacts in acre feet of water and tons of salt <br />were routed directly to Imperial Dam to compute downstream salinity <br />benefits. This has been revised to a procedure whereby the water and <br />salt impacts are routed directly to Parker Dam, computed below Parker <br />Dam because of the large diversion, and then routed to Imperial Dam. <br />This reduces the salinity impacts about 17 percent from the figures <br />in the January 1979 report. <br /> <br />Second, the economic impact of $343,000 for each milligram per liter <br />(mg/l) change in concentration at Imperial Dam is a 1976 base figure. <br />This figure is raised to $365,000 for 1977 using the consumer price <br />index. All other costs and benefits in the report are based on 1977. <br /> <br />Wildlife habitat losses are displayed in the report as the total <br />anticipated losses since a specific mitigation plan has not been <br />prepared. No costs were included in the economic sections of the <br />report to offset or reduce habitat losses even though several <br />statements are made to that effect. Opportunities for protecting and <br />enhanci ng wil dl i fe habitat wi 11 be recognized during preparation of <br />the conservation plans with the landowners. USDA will provide <br />technical and financial assistance for offsetting expected adverse <br />impacts and losses of wildlife habitat. <br /> <br />In August 1979, the 1975, Title II Memorandum of Agreement between SCS <br />and the Water and Power Resources Service (WPRS), formerly U.S. Bureau <br />of Reclamation (USBR), was supplemented to provide for SCS to study <br />those lateral improvememts which are needed for the installation of <br />appropriate on-farm improvement measures.
