This is an ongoing <br />program by the U. S. Bureau of Reclamation Offices at Albuquerque, <br />New Mexico, and El Paso, Texas. The primary objective of this <br />program is to operate' and maintain facilities which have been <br />developed to more effectively meet New Mexico's water 'oblIgation <br />under the Rio Grande Compact by providing efficient transportation <br />of water to Elephant Butte Reservoir, conserve both surface and <br />ground water, reduce the rate of aggradation of the Rio Grande <br />floodway, and provide effective ,flood control by maintaining a <br />system ,of levees along the river arid a cleared floodway. <br /> <br />lB. Brantley Project. This project was authorized by PL 92-514 <br />and is under construction by the U. S. Bure'au o,f', Reclamstlon. The <br />Brantley Dam snd Reservoir is located on the Pecos River in Eddy <br />County about 20 miles upstream from Carlsbad, New Mexico. The <br />project will provide replacement irriga.'tion storage for McMillan <br />Reservoir which is losing its effectiveness because'of sedimen,t <br />accumulation. Brantley Reservoir would provide storage for flood <br />control not available in McMillan 'and Avalon Reservoirs and would <br />eliminate the threat of failure 'of McMiUan and 'Avalon Dams because <br />of their inadequate spillways. This prlJject also provides fish <br />and wildlife benefits and outdoor recreation opportunities. <br /> <br />19. On public lands administeredliy the' U. S. B':'reau of Land <br />Management there is an ongoing watershed program the objectives <br />which are prevention of overgrazing, conservation practices to <br />prevent wind and water erosion, ,construction of small dams for <br />flood control and silt retention, development of livestock'and <br />wildlife water, etc. <br /> <br />20. pL 566, Watershed Protection and Flood Prevention Program, <br />an ongoing program administered by the Soil Conservation Service <br />wi th cooperation of the New Mexico Stat" Engineer Office,. The <br />objectives of this program are s6il and water resource development, <br />use and conservation; and flood control and prevention. Local <br />organizations carry out the project responsibilities. <br /> <br />Zl. Northern Rio Grande (with Adelante Addition), 'Hub, South <br />Central Mountains, El Llano Estacadol Southwest, and Sureste Re- <br />source Conservation and Development Projects are administered by <br />the Soil Conservation Service with cooperation of other 'Federal, <br />state, and local agencies. The goal is to assist sponsors of <br />various natural resource conservation projects in implementing <br />a program which will enhance the economic, environmental, and <br />social well-being of PMple in the 'area. <br /> <br />22.
