.

.

2

completed in April 1982. After the final reports were accepted, additional

review revealed potential problems of casing strength and material selection

for the proposed well. To further evaluate potential problems, a set of

construction specifications was developed based on Williams Brothers reports

and these specifications were reviewed by two independent consultants for the

drilling industry (O'Brien-Goins-Simpson & Associates and Oil Technology

Service). These reviews were done in June 1983. Both reviews indicated

serious problems of constructing and operating the system as designed due to

casing strength and material selection. The thick and deep mass of salt

(+14,000 feet) exerts unusually high stresses creating unique design problems,

which the review consultants concluded were not considered in the initial well

design. The tubing material selection was also questioned as for ability of

handling the highly corresive brine at high temperatures and pressures. A

suggested alternative was to locate a well site on the edges of the salt dome

where a shallower and thinner salt formation would be encountered. Both review

consultants came to essentially the same conclusions.

Deep well disposal is still considered to be a more acceptable disposal method

than evaporation ponds. The Bureau has decided to re-evaluate potential

injection well locations and obtain another deep well disposal system design.

Williams Brothers Engineering is currently re-designing a new disposal well

system and answering a list of questions raised by the two independent

consultants. The designs and knowledge obtained from l,i11iams Brothers and the

two review consultants will be used to direct the future deep well disposal

program which consists of the following stages:

r: " 0
r.
