This includes participation in <br />the meeting of,. and appearances before, interstate water compact oom- <br />missions (compact negoUation coimn1ssions and canpact administrative <br />commissions) and interstate water conferences. it also includes <br />arrangements tor, and participation in, intrastate water meetings <br />and conferences and meetings of varioulI water organizations within <br />and without the State (irrigation, nood control, and such organiaatiOZUl). <br />(4) To pertorm suoh flUlctions and duties as are imposed <br />upon the Director ot the Colorado Water Conservation Board in an <br />ex-officio capacity. As an example, the Arkansas River Compact, <br />which became effective on /lay 31, 1949, provides that the Director <br />of the Board shall be a member of the Arkansas River Compact Adminis- <br />tration. Also, because of the Director's duties, he hAS heretofore <br />been designated as a water compact negotiating oommilllilioner for <br />Colorado and served 8S such commissioner on the Costilla Compaot and <br />on the Upper Colorado River Basin Compact. He is responsible, with <br />the aid and advice of his staff, in the interpretation and application <br />of all compacta to which the State ill a signatory. There are now eight <br />such compacts. <br />(5) To appear befare committees of Congress in respect to <br />legislation affecting. Colorado's interest in ita water resources. <br />(6) '1'0 appear before committoes of the General Assembly <br />of Colorado regarding lsgislation atfecting or relating to the State's <br />water resources. <br />
