I <br /> <br />REQUEST FOB CLASSIFICATION OF POSI1'ION OF <br />DIRF.CTOR OF COLORADO WATER CONSERVA1'ION llOAHD <br /> <br />Pursuant to tho notification of the Colorado Civil Service Commission, <br /> <br />Form PC-a-Classification Questionnaire, is herewith submitted. <br />Since the blank spaces on the printed form (PC-8) do not afford the <br /> <br />possibility of including all pertinent information requested under the <br /> <br />questionnaire, there is attached to pc-a thess separate sheets which cover <br /> <br />all ot the numbered 1tems oontll1ned in the questionnaire. <br /> <br /> <br />1. New POIlition. This is not a new position. The position or <br /> <br /> <br />Director of the Colorado Water Oonservation Board has been held b7 the <br /> <br /> <br />undere1gned (Clifford H. Stone) since the Board was organized in Ju17 <br /> <br />1937, except for a brief period in the early time of the Board's activi- <br /> <br /> <br />ties when the undersigned was designated nttorne7 for the Board, but also <br /> <br /> <br />performed the functions of Director. It is knawn that the sponsors of the <br /> <br />Act. creating the Colorado Vater Conservation Board, passed in 1931, made <br /> <br />on ei"fort to provide that the Director of the Board ehauld not be under the <br /> <br />classified Civil Service. Recently. in accordance with the notification of <br /> <br /> <br />your COlIIlIIission, the Attorney General. under an opinion dated February 1. <br /> <br /> <br />1949. has held that such directorship is subject to classified Civil Service <br /> <br /> <br />within the meaning of Seotion lJ. Article III. Colorado Constitution. Ilased <br /> <br />upon such opinion your Commission has requested of me the submission of <br /> <br />po-a. <br /> <br />2. Place of Work. The office of the Oolorado liater Conservation <br /> <br />Board is located at 212 state Office Building. Denver, Colorado. Only a <br /> <br />portion of the work of the Director can be performed in the office. His <br /> <br />duties require that he spend a considerable portion of his time in vario' <br /> <br />parts of the State and out of the State, including Washington, D. C. <br />
