We have split on <br /> <br /> <br />the underlying and fundamental principles as to whether there <br /> <br /> <br />will be any limitations stated in this compact. In all frank- <br /> <br /> <br />ness, I can't see ho,l investigations in the field, in the limited <br /> <br /> <br />extent they can be made within the next few months, are going to <br /> <br /> <br />help the Commissioners to make up their minds and so state. I <br /> <br /> <br />feel that if we can't agree now, we can't agree at all, and it <br /> <br /> <br />seems to me useless to have a further meeting until either the <br /> <br /> <br />two representatives of the lower state yield somewhat from their' <br /> <br /> <br />position or Utah and Colorado yield from their position. <br /> <br /> <br />VlR. SCRUGHiIM: I 'Iish to register a protest against the idea <br /> <br /> <br />that the function of this Commission is to work up the details <br /> <br /> <br />of the technical data required by this investigation. We are <br /> <br /> <br />bere to formulate a broad constructive policy for development <br /> <br /> <br />which. necessitates breadth of view and team work in action. I <br /> <br /> <br />am opposed to the policy of spending several months time in get- <br /> <br /> <br />ting information on small details. <br /> <br /> <br />MR. NORVIEL: In reply to Judge Davis' last statement (it seems <br /> <br /> <br />that that was directed towards Arizona) I will state that Ari- <br /> <br /> <br />zona is remaining steadfast in a position that is apparently <br /> <br /> <br />unattainable. I struck a middle ground in the beginning and <br /> <br /> <br />maintain that ground. I am willing to concede both ways, either <br /> <br /> <br />way, in order that we may come to some sort of an agreement, but <br /> <br /> <br />I do not want to limit ourselves to the ultimate uses of the <br /> <br /> <br />above under the present circumstances and to leave us with what <br /> <br />. <br /> <br />.. <br /> <br />J/I <br /> <br />.. <br />. <br /> <br />W. <br />
