I knO"1 there are <br /> <br />engineers besides those connected ~ith the Reclamation Service <br /> <br />who h~ve made comprehensive studies of the Colorado River, and who <br /> <br />do have very definite ideas as to the proper development of that <br /> <br />river. I thinlc it is due the Commission that they hear those en- <br /> <br />gineers, get those facts; I do not interpret further-more the <br /> <br />. <br /> <br />temper of the people of California, from what contact I had with <br /> <br />them, just as I have felt that the interpretation has been given <br />it <br />here. I believe/ thC\tis very clearly in the minds of the people <br /> <br />of Southern California that there is "1~ter enough in the river <br /> <br />. <br /> <br />easily to supply all the irrigation needs on the river and that <br /> <br />after that comes the matter of power and so on. Down, in San Diego, <br /> <br />the one thing that nearly every speaker from California referred to, <br /> <br /> <br />announced and reiterated, was that they were very anxious and will- <br /> <br />ing that the right of deyelopments on the Upper States should be <br /> <br />protected. I believe that is the spirit and the attitude of the <br /> <br />people of California. I shall not be satisfied to believe other- <br /> <br />. <br /> <br />wise until I have had further evidence.
