We

will return to the question of the effective date of the
obligation of Point l(a) later in this discussion.

The present "state of the art" in the technology of
desalting brine waters assures recovery of only 70% of treated

waters. - The Committee of Fourteen believes strongly that every
possible emphasis and support should be given by the United
States to a strengthened research program aimed at increasing
the recovery rate to at least 90% of treated ,.rater, and lie are
assured by kno"lledgeable personnel in the Office of Saline vIa ter
that it is reasonable to hope that this objective is realizable

in the near future. Later in our presentation we will propose
an amend.'!lent to H.R. 12165 that \lould authorize continued
research to effect greater recovery.
In any event, the Basin States, faced with an already over-
appropriated River, cannot accept any permanent loss of Colorado

-5-

L

.\'.-".'

..,.,~,~: \';.

':',,:,,"

,",.",_."
.,""

.c.,.

.
