<br />On August 30, 1973, Hinute 242 "as signed in Hexico
<br />
<br />City by representatives of both countries.
<br />Point l(a) of Minute 242 provides that the United States
<br />
<br />"shall adopt measures to assure" that the waters delivered to
<br />Mexico in the Colorado River upstream of Horelos Dam (the
<br />principal Mexican point of diversion for irrigation in the
<br />11exicali Valley) shall have "an arh'1ual average salinity of no
<br />more than 115 ppm plus Dr minus 30 pp~' over the salinity of
<br />
<br />waters arriving at Imperial Dam upstream.
<br />
<br />It further provides
<br />
<br />that the measures the United States must adopt to effect this
<br />salinity guarantee chall be taken not earlier than January 1,
<br />
<br />1974 and no later than July 1, 1974.
<br />
<br />Point l(e) subjects
<br />
<br />"il!lplementation of the !:leasures referred to in Point 1(a)" to
<br />the requirement in Point 10 of the I.unute concerning notifica-
<br />
<br />tion of Congressional authorization of the necessary works. We
<br />
<br />will return to the question of the effective date of the
<br />obligation of Point l(a) later in this discussion.
<br />
<br />The present "state of the art" in the technology of
<br />desalting brine waters assures recovery of only 70% of treated
<br />
<br />waters. - The Committee of Fourteen believes strongly that every
<br />possible emphasis and support should be given by the United
<br />States to a strengthened research program aimed at increasing
<br />the recovery rate to at least 90% of treated ,.rater, and lie are
<br />assured by kno"lledgeable personnel in the Office of Saline vIa ter
<br />that it is reasonable to hope that this objective is realizable
<br />
<br />in the near future. Later in our presentation we will propose
<br />an amend.'!lent to H.R. 12165 that \lould authorize continued
<br />research to effect greater recovery.
<br />In any event, the Basin States, faced with an already over-
<br />appropriated River, cannot accept any permanent loss of Colorado
<br />
