The Co~~ittee of Fourteen, consisting of two representa-
tives of each of the Governors of the seven Colorado River

Basin States, Has rcc.onstituted early in 1962 at thl,l request

of the State Department, and studies were undertaken looking
,

toward interim or permanent solutions capable of alleviating
the international problem without sacrificing water resources
of the Basin States. In 1965, with the knowledge and acquies-
cence of the Committee. of Fourteen, the State Department
executed through the U.S. Section of the I.B.W.C., with its
'Mexican counter-part an executive agreement (Minute 218) in
which the United States (while reserving the legal position
of the United States on Mexico's claim that the United States
deliveries were in violation of the Treaty) gave undertakings
which had the effect of delivering to Hexico additional.
quantities of water from above Imperial Dam (50,000 acre-feet)
over and above the million and one-half acre-feet required by
the Treaty. The United States also constructed at its expense
a lined bypass channel allowing Hexico to bypass around Horelos
Darn the most saline Well ton-Mohawk drainage waters. This }linute
remained in effect through 1971 until replaced in July of 1972
by a second agreement (Minute 2~1) which more than dOUbled the
amount of substitution waters (to 118,000 acre-feet) delivered
to Mexico in addition to the Treaty deliveries. Hinute 2~1
continued in effect until 1tinute 2~2 was approved on August 30,

1973.

The 19~~ Water Treaty contains no explicit state~ent on
the quality of the waters the United States is obligated to
deliver, but it does provide that the guaranteed 1.5 million
acre-feet shall be "waters of the Coloardo River, from any and
all sources..." (Part III, Art. 10) and that "Such waters shall
be made up of the Haters of said River, "hatever' their origin..."
