m

3. To evaluate changes in wetland and wildlife habitat resulting I
from improved irrigation systems and irrigation water management.

4. To determine local economic impacts of this salinity project.

!:::j}

5. To determine changes that should be made in the project to
achieve salinity control objectives. .

The M&E program, to be implemented on representative farms and ~rops in the
. area, will monitor surface inflow, precipitation and surface out flow to
determine the amount of water that infiltrates into. the soil. Weather data
will be evaluated to estimate evapotranspiration (ET) requirements of the
crops. The difference between infiltration and ET will reflect deep
percolation. Salt load reduction attributed .to irrigation water management
will be based on reduced deep percolation. Soil moisture will be monitored
to assess the uniformity with which' irrigation water is applied and to
check the validity of applying ET evaluation across the priority area.
Also, wetland and wildlife habitat. will be monitored to establish baseline
implementation, and to assess the effect of the voluntary program for
replacement of wildlife values foregone. Initial M&E began FY 1991.

F. Coordination
1. Local Coordination Group: (LCG)
Local coordination groups have been organized both in Delta and
Montrose counties with a supportive role in the salinity program.
The groups will keep all agencies and others abreast of what is
being accomplished in the salinity program within respective
counties. One meeting a year will be devoted to
evaluating/assessing the previous year's accomplishments and
setting goals, budgets and priorities for the coming five years
concerning the on-farm program. The LCG will meet quarterly the
week before the LSCC meets.

"

2. Local Salinity Coordinating Committee: (LSCC)
The local salinity coordinating committee has been organized by
combining the two local coordination groups and all other
agencies and others.involved in overall salinity program. This
committee will meet to consolidate the LCG's activities and
reports concerning the overall function of the Lower Gunnison
Salinity Program. The LSCC will meet quarterly on the first
Thursday of the quarter.
