Professor Sol D. Resnick, Chairman,of the Consortium
of Water Institutes and Centers reported on the progress
of the Consortium research activities. He also reported
on the various aspects of new legislation affecting the
operations of the Institutes. He asked for comments and
recommendations from the Pacific Southwest Inter-Agency
Committee concerning discussions to be held at an upcoming
national meeting of research institutes.

Mr. Vernon Valantine of California reported on the
Sacramento workshop on the President's water policy. The
primary purpose of the workshop was to receive public
input. As it turned out, the workshop was a review by the
work group of what had been accomplished, with some dis-
cussion by selected individuals. There was little oppor-
tunity for the public to provide input. Special interest
groups occupied most of the "public time".

The date and place of the _79-2 meeting was discussed.
The Pacific Northwest River Basin commission has invited
the P.S.I.A.C. to meet jointly with them in Boise, Idaho,
on September 12 and 13, 1979. Since Wyoming has already
made tentative arrangements at the Snowking Ramada in
Jackson for the 79-2 P.S.I.A.C. meeting on September 5 and
6, the- Executive Subcommittee recommended that we not
accept the P.N.R.B.C. invitation. The Subcommittee further
recommended that the Chairman of the P..S.I.A.C. thank the
P.N.R.B.C. and explain why we cannot accept the invitation,
with a suggestion for exploring future possibilities for a
joint meeting of the two committees.

Mr. Eugene Neblett reported that a meeting of the
American Water Resources Association was scheduled for
September 24 through 28, 1979, in Las Vegas, Nevada. He
was requested to get the reaction of the P.S.I.A.C. to co-
sponsoring the meeting. After some discussion, the
Executive Subcommittee recommended that the Parent COmmit-
tee authorize the Chairman of the P.S.I.A.C. to contact
the American Water Resources Association to ascertain the
degree of involvement necessary to co-sponsor the meeting
and to make a determination at that time whether the
P.S.I.A.C. should become involved.

The Subcommittee recommended that the Parent Committee
consider preparing brief summary-type minutes of their
meetings instead of the verbatim-type presently being pre-
pared.
