<br /> <br />PACIFIC SOUTHWEST INT~R-AGENCY COMMITTEE <br />EXECUTIVE SUBCOMMITTEE <br />MINUTES OF 79-1 MEETING <br />Phoenix, Arizona <br />April 10, 1979 <br /> <br />The meeting was called to order by Chairman Morrill <br />at 1:30 p.m. in the Cactus room of the airport Ramada. <br />Twenty-one members and guests were present. <br /> <br />The Chairman read the minutes of the 78-3 meeting, <br />which was held in Las Vegas, Nevada, on November 28, 1978. <br />The minutes were approved as read. <br /> <br />Mr. Terry Hudgins of the Arizona Public Service <br />Company gave a presentation on the Palo Verde nuclear <br />generating plant, which is being built in the Phoenix area. <br />Sewage effluent from Phoenix will be used for cooling pur- <br />poses. The plant will consist of five units, three of <br />which are presently under construction. utility companies <br />from Texas, New Mexico, Nevada, California, and Arizona are <br />participating in the project. The individual units, each <br />with a capacity of 1270 megawatts, are scheduled to go on <br />line in 1982, 1984, 1986, 1988, and 1990. <br /> <br />Mr. Eugene Hinds, presently Assistant Regional <br />Director of the Lower Missouri Region, U.S.B.R., and des- <br />ignated as the upcoming Regional Director of the Lower <br />Colorado Region, U.S.B.R., discussed the report being pre- <br />pared by the Interagency Task Force on Irrigation Efficien- <br />cies. He also discussed the General Accounting Office <br />report concerning irrigation waste and misuse of water. <br />The Interagency Task Force report addresses many of the <br />errors and misconceptions contained in the G.A.O. report. <br />Even though most of these errors were brought to the <br />attention of the G.A.O. before their report was finalized, <br />very few changes were made. The attitude of the G.A.O. was <br />a major reason for the Task Force study and report. <br /> <br />The Interagency Task Force report should help people <br />understand the importance and significance of irrigated <br />agriculture to the states and to the nation. The Task <br />Force found that in the states where irrigation is prac- <br />ticed, there are active ongoing programs stressing water <br />conservation and improved irrigation efficiency. The <br />report contains recommendations on cost-sharing, educa- <br />tional needs, and additional measures for improving water <br />management and increasing water conservation. <br /> <br />c-4 <br />
