O~19C3

~;.
~.:.~.,~,
.......

copy

February 25, 1955

Mr. John P. Elliott
Colorado Building
Denver 2, Colorado

Dear Mr. Elliott:

At ybur request, the engineering staff of the Colorado
Water Conservation Board recently made an estimate of the water
production in the drainage area to be intercepted by a trans-
basin diversion from tributaries of the Eagle River as planned
and filed on by you in the State Engineer's office. To assist
in the study, you furnished us with a sketch showing the nature
and extent of the proposed facilities, drawn on prints of the
Mt. Jackson and Holy Cross topographic quandrangle sheets
which are published by the United States Geological Survey.

The sketch indicated a division of the collection
system into two sub-areas, the first of which comprises
practically the entire drainage-area above the gaging station
on Homestake Creek at Gold Park. The second sub-area is
adjacent to and generally north of the first, and its collection
system would' .extend to West Cross Creek and would discharge into
the collection system for the first sub-area. A tunnel under
the Continental Divide, extending from a reservoir on Homestake
Creek, could oonvey the water collected from either or both
sub-areas to Lake Fork, a tributary of the Arkansas River.

The first sub-area, as measured on the map, contained
approximately 32 square miles and the area of the second was
34 square miles. On the basis of records of stream flow at the
two gaging stations on Homestake Creek, one at Gold Park and
the other just above the mouth near Redcliff, it was estimated
that the water production would be the same for each of the
sub-areas. Due to vested water rights on the Colorado River
below the mouth oE the Eagle River, it was also estimated
that the runoff for the months of May, June and July only
