This gives rise to two interrelated <br />problems: (1) a determination that a water supply for the New <br />Mexico portion of the proposed Animas-La Plata Project, a report <br />on which has been before the affected States for review and comment <br />since October 12, 1962, will be available under New Mexico's allot- <br />ment of Colorado River water; and (2) a determination to be made <br />pursuant to Section 11 of Public Law 87-483, which reads as follows: <br /> <br />"No long-term contract, except contracts for the benefit of <br />the lands and for the purposes specified in sections 2 and 8 <br />of this Act, shall be entered into for the delivery of water <br />stored in Navajo Reservoir or of any other waters of the San <br />Juan River and its tributaries, as aforesaid, until the <br />Secretary has determined by hydrOlogic investigation that <br />sufficient water to fulfill said contract is reasonably likely <br />to be available for use in the State of New Mexico during <br />the term thereof under the allocations made in articles III <br />and XIV of the Upper Colorado River Basin compact, and has <br />submitted such determination to the Congress of the United <br />States and the Congre.ss has approved such contracts." <br /> <br />The State of New Mexico is highly desirous that municipal and indus- <br />trial water supply under long-term contracts be made available from <br />Navajo Reservoir for a number of municipal and industrial entities <br />
