Other scheduled hearings are: September 12, in San Mateo, CA, <br /> <br />in the West; September 23-24 in Baton Rouge, LA, in the Gulf Coast region; and <br /> <br />September 25 in Omaha, NE, in the Midwest. The times and places for the hearings <br /> <br />will be announced as soon as they are firm. <br /> <br />Following these public hearings, Corps District Engineers throughout the <br /> <br />country will conduct public information meetings to inform the public of the <br /> <br />provisions of the revised regulation and to address local application. Corps <br /> <br />officials will meet with state officials and coordinate activities with regional <br /> <br />offices of the Environmental Protection Agency and other federal agencies. <br /> <br />The revised .regulation was publiShed July 25, 1975, in the Federal Register <br /> <br />in compliance with an order of the U.S. District Court for the District of <br /> <br />Columbia, and became effective on publication. As announced at that time, the <br /> <br />Corps of Engineers plans a moderate and reasonable approach in expanding its <br /> <br />authority in a three-phase program over the next two years. <br /> <br />Phase I, effective July 25, 1975, extends the existing permit procedures now <br /> <br />applicable to traditional "navigable waters of the United States" to include adjacent <br /> <br />wetlands. Phase II, effective July 1, 1976, will expand the permit regulation into <br /> <br />primary tributaries of "navigable waters of the United States," natural lakes <br /> <br />greater than five acres in surface area, and their adjacent wetlands.
