Acquisition will only take <br />place if the owners are willing sellers. <br /> <br />2.3 Establish National Wildlife Refuoe at Three Lakes. <br /> <br />If Three Lakes is acquired. inclusion of this proposed critical <br />habitat area within the National Wildlife Refuge system would <br />enable the positive proactive management necessary to enSure the <br />long term survival of this ~opulation and its ecosystem. <br /> <br />17 <br />
