separate populations of the species to continue protection of its
population and its habitat after downlisting. Such designations
on Federal and State lands may include; Areas of Critical
Environmental Concern, formal Wilderness designation. research
'natural areas and formal State designated protective areas.

2. ACQuire and orotect all currently known occuDied habitat of the Kanab
ambersna il .

The ecosystems supporting the Kanab ambersnail are extremely local and
subject to deleterious alteration. This extremely restricted
distribution makes protection of the best remaining habitat of the

species is located at Three lakes Canyon. which is within the area
proposed as critical habitat (U.S. Fish and Wildlife Service 1991).
The Nature Conservancy (Johnson 1991; and C. Montague, personal
communication. 1992) has identified these lands as important for
natural ecosystem conservation on the Colorado River plateau.

This environment is extremely fragile and intolerant to perturbation.
ThQ effects of disturbance are likely to last for many years and
altered envirOnments are quickly occupied by non-native plants and
animals. Disturbance also initiates influences that further degrade
habitat, such as changes in drainage patterns. soil compaction. and
water availability. These factors combioP to require special
