<br />~ <br /> <br />Section 5(c) again refers to "other <br />reasonable mitigation measures". <br />...[M]itigation measures alone are not <br />contemplated as a substitute for changes in <br />dam operations. The Committee expects the <br />Secretary. in conducting the [Glen Canyon <br />Dam] EIS. to examine a broad range of <br />alternatives, structural and <br />non-structural. operational and <br />non-operational. If mitigation measures <br />are recommended. they will have to meet the <br />standard of protection. mitigation of <br />damage to. and improvement of the resources <br />downstream of the dam. This standard <br />requires that each potential mitigation <br />measure be examined in light of its effects <br />on the natural. cultural and recreational <br />resources that Grand Canyon National Park <br />was established to protect. <br /> <br />.~ <br /> <br />~, <br /> <br />* <br />% <br /> <br />Any mitigation measures will also have <br />to meet the test of "reasonableness", The <br />Committee is aware that some individuals <br />and organizations have expressed concern <br />that non-operational mitigation measures <br />might include extreme measures such as <br />concrete "armoring" of beaches. or even the <br />installation of concrete sleeping pads to <br />minimize beach erosion. The Committee does <br />not intend such drastic measures to be <br />within the range of "reasonable" measures <br />authorized by this Act.
