<br />) <br /> <br />8 <br />1 (e) TERMINATION.-The interim power operating crite- <br />2 ria shall terminate upon compliance by the Secretary with <br />3 section 5. <br />4 (0 DEVIATION FROM CRITERIA.-The Secretary may <br />5 deviate from the interim power operating criteria described in <br />6 subsection (a) upon a finding that such deviation is necessary <br />7 and in the public interest- <br />S (1) to comply with the requirements of section 3; <br />9 (2) to respond to hydrologic extremes or power <br />10 system operating emergencies; or <br />11 (3) to further reduce adverse impacts on down- <br />12 stream Colorado River environmental and recreational <br />13 resources. <br />14 SEC. 5. GLEN CANYON DAM ENVIRONMENTAL IMPACT STATE- <br />15 MENT; POWER OPERATING CRITERIA FOR GLEN <br />16 CANYON DAM. <br />17 (a) STUDIEs.-(1) Not later than 3 years after the date <br />18 of enactment of this Act, the Secretary shall complete a final <br />19 Glen Canyon Dam Environmental Impact Statement, in ac- <br />20 cordance with the National Environmental Policy Act of <br />21 1969 (42 U.S.C. 4321 et seq.). <br />22 (2) The Comptroller General shall audit the costs and <br />23 benefits to water and power users and to recreational and <br />24 environmental values of management policies and operating <br /> <br />.S 2807 IS <br />
