1 ating criteria described in paragraph (1), the Secretary shall
2 implement such criteria not later than 30 days thereafter.
3 (3) If, pursuant to paragraph (1) the Secretary deter-
4 mines that the scientific data are not reasonably sufficient to
5 permit the implementation of the interim power operating cri-
6 teria described in paragraph (1), the Secretary shall-
7 (A) submit a report to Congress stating the nature
8 of the scientific data that are lacking so as to preclude
9 the immediate implementation of interim power operat-
10 ing criteria pursuant to paragraph (2);
11 (B) proceed as quickly as possible to procure such
12 data; and
13 (C) implement such criteria not later than 30 days
14 after adequate scientific data become available, and in
) 15 no event later than the earlier of-
16 (i) 30 days after the cessation of research
17 flows for the purpose of completing the environ-
18 mental impact statement; or
19 (ii) September 1, 1991.
20 (b) OBJECTlVEs.-The interim power operating criteria
21 described in subsection (a) shall be designed 00-
22 (1) not interfere with the water storage and deliv-
23 ery functions of Glen Canyon Dam pursuant to the
24 Colorado River Compact, the Upper Colorado River
