Ralph
Morgenweck signed the memorandum on March 6, 1995 that
distributed those conditions for review and comment.

PROPOSED CONDITIONS FOR REVISING THE
"PROCEDURES FOR STOCKING NONNATIVE FISH
SPECIES IN THE UPPER COLOAADO RIVER B!>.SIN"

1) No warmwater fish species will be stocked by the
State or private landowners within the lO-year
floodplain of habitat designated as critical to the
endangered fishes. Mapping of the lO-year. 50-year; and
lOO-year floodplains will be completed by the Colorado
Water Conservation Board.

2) Chronic escapement of nonnative, warmwater fish
species will be reduced in the critical habitat of the
endangered fishes by eliminating existing nonnative,
warmwater fishes in the lO~year floodplain.

3) Trout stocking may be continued in the 10-year
floodplain. The U.S. Fish and Wildlife Service will
provide up to 20,000 catchable-size trout (about 3 per
pound) to the State(s) for stocking public ponds or
lakes in the 50-year floodplain which are unsuitable for
.....armwat.e:r- fish management.

4) Stocking of largemouth bass, bluegill, and black
crappie \"1i11 be allot...ed i.-1 t.;ater~ within t.he 10- tc 50-
year floOdplain. Such st.ocking would be preceded by
ch~mical reclamation of tayget wateys and installing
fish screens or other fish control structures to reduce
escape~ent of nonnative fishes from water connected to
the river.

5) Large reservoirs outside of ~he 50-year floodplain
that have a direct cormection to rivers in t.he Upper
Colorado River Basi~ (e.g. Elkhead Reservoir, Highline
Reservoir, and ot.hers) will be equip~ed with a fish
control structure or device before the stOCking of
nonnative, warmwater fish species would be allowed.

6) An incentive/assistance program will be explored for
private landowners who wish to stock sport fishes into
ponds in critical habitat tor the endangered fishes in
the Upper Colorado River Basin. It is envisioned that
the program will be a cost-sharing effort between
private landowners and State or Federal agencies.

0- to lO-year Floodolain
Reclaim pond or lake and stock with trout.
Reclaim pond or lake and provide an access fee.

10- to 50-year Floodplain
Reclaim pond or lake and stock with trout.
Reclaim pond or lake and provide an access fee.
Reclaim pond or lake. install fish control device in
waters with a connection to upper basin rivers, and
