Babcock - Rocky Ford
John W. Beaty - - - - Manzanolll
Harold H. Christy Pueblu

The Water Development Association of Southeastern Colo-
rado incorporated under the laws of the State of Colorado as a
non-profil corporation April 29, 1946.

.~

,;
1

<
,
.(

The Board of Directors and Officers of
The Wa t e r Development Association of
Southeastern Colorado are very happy to
present in this brochure a resume of the pro-
posed Frying Pan-Arkansas Project which has
been taken horn the. preliminary report of the:
United States Bureau of Reclamation as
approved by the Water Conservation Board
of the State of Colorado, various federal agen-
cies which have worked wi.th the Reclamation
Bureau, and which has been transmitted to
the affected states and agencies by The
Honorable Oscar Chapman. Secretary of the
Interior.

This presentation comes as the culmina-
tion of seven and a half years' hard work
extended by all of the various governmental
agencies and your organization. It is made
possible by the loyalty of the citizens of the
Arkansas valley and the contributions of water
user!> associations, government entities, cor-
porations, and a few thousand individuals.
The amount of money cont.i.buted by various
interested persons is ~ccounted for in a brief
summary presented by our secretary-treasurer
on the last page of this bmchure.

The official report will, if the usual
routine is followed, be commented upon by
the various states, including Colorado and
many government agencies, by approximately
August. 1S, 19S1. The repon tben goes
through certain other channels stich as the
Bureau of the Budget and the executive of-
fices of ou. government before authorizing
legislation can be introduced in Congress.
Granting that authorization can be approved.
there is then the matter of securing appro.
priations from CotJ.gress with the approval of
the Bureau of the Budget and executive
branches of the government.

This final step toward culmination of our
dreams is not impossible of accomplishment in
early 1952,

This would be followed by final prepara-
tion of plans, specifications, contract letting,
and the formation of a conservancy district
within the valley, and the entering into of ~
repayment agreement between rhe valley's I "-:::""'~.r' ..""
legal organization and the United States~ r:~ _1-1 ':".
Bureau of Reclamation.
