Francis
State Director
Bureau of Land Management
Colorado State Office
1037 20th Street
Denver CO 80202

Dear Mr. Francis:

Thank you for the opportunity to review the draft Sinbad Valley
Salinity Report. We believe the report is appropriate for a
preliminary findings type of activity and can be used by Reclamation
and BLM in management decisions for the Sinbad Valley Project.

At this time, Reclamation's position regarding future study of the
Sinbad Valley Project is flexible regarding agency responsibility,
authority, or funding. We expect that the Colorado River Basin
Salinity Control Forum will recommend that the Department of Interior
pursue future studies, pending legislative action proposed in
Senate Bill S.2202. In any case, it does not appear that Reclamation
could initiate this program during Fiscal Year 1983 and 1984 using
Reclamation funds without delaying other programs.

Sincerely yours,

yY'v-c.\,.c,.( G (~sl.la--

Michael B.
