It has taken a <br />great deal of political know how and hard work for <br />the oill to make the progress it has. <br /> <br />In effect the bill will allow the U.S. Forest Service <br />to continue planning and management efforts pretty <br />much on the same scale as that used before the wild <br />and scenic rive:f act was passed. There will be areas, <br />of course, that cannot be considered under the same <br />management concept, but the net result is the same. <br /> <br />. Under the planning and management practices <br />used in' the past the areas that will still be in the <br />study area were never considered in the Iigh~ of <br />timber producing areas. They were obviously already <br />areas that needed protection 'and the Forest'Service <br />had indicated that they would be protected. <br /> <br />With the pressures that mount in Washington on <br />major issues such as inflation, national defense, <br />unemployment, etc. it is nice to know that this area <br />has a congressman who is cognizant of local <br />problems, who will take the time an,d effort, to look <br />into such matters, and who will assist small areas in <br />their battles against bureaucracy. <br /> <br />This isn't the first time that Evans has <br />de-inonstrated his concern for the welfare of <br />Archuleta County. It isn't the first time that he has <br />been successful in his efforts'. <br /> <br />The effect of the bill's passage will be tar reaching <br />in this COf!1munity, and it will add peace of mind to <br />the man who must depend upon the timber industry <br />for his wage. 'Too often in the so-called 'big picture' <br />it is the 'common man that suffers. Too often the <br />ardent environmentalists forget that man must have <br />employment to eat and to support a family. <br /> <br />Consequently the passage of the bill is good news <br />in two forms. The <br />snow on the high peaks, the rising <br />streams.. and the lack of tourists <br />made it fairly dear that summer <br />is. over and th.t fall and ....inter are <br />ahead_ It is time to ched. the <br />antl-freeze in the jalopy, roll up <br />the hose. and to staM thinking <br />about installing storm windows <br />and doors. However. there can be <br />some vel')' nice w.eath.er ahead. <br />There often is, but it isn't <br />something 10 count on. <br /> <br />The flnl big pr.esidential <br />candidate debate wasn't elactly a <br />howling success.
