Their input at the technical level must occur: (1) during the preparation and review of the plans of study, (2) throughout the study implementation as sig- nificant milestones are reached, and (3) during preparation and review of the Executive Review Committee Report. Limited participation as Constituent Group or Focus Group members is not adequate. In addition to establishment of a States Advisory Group, the Commission and the States representatives request that a member of the Commission staff and a representative(s) of the Lower Basin States be included on both the Focus Group and the Integration Team. State representatives may also want to participate on other technical study groups and teams. Policy-level involvement by the States representatives must include direct consultation before any decisions are made concerning: (1) finalization of the Plans of Study; (2) finalization of the Execu- tive Review Committee Report; and (3) formulation of Department of the Interior action. The Commission and the States representatives maintain that prior to transmitting the Executive Review Committee Report and recommendations to the Secretary of the Department of the Interior, the States representatives must be consulted and be given the opportunity to suggest modifications to the Executive Review Committee Report. When the views of the States representatives cannot be included in the Executive Review Committee Report, they should be appended to the report. The Western Area Power Administration {Western) was not involved in the original GeES program until the technical studies were com- pleted. That must not occur during Phase II of the GeES. Western must be involved in all aspects of Phase II of the GeES from the beginning. A revised chart displaying the "GeES Phase II Program Process" has been included herewith as Attachment 1. This revised chart reflec~s the Commission and ~he S~a~es representatives: suggested program process. It lists the participants involved, shows activities as rectangles, and displays products as shaded rectangles. The Commission and the States representatives have the following additional comments on Figure 1, "Glen Canyon Environmental Studies Program, Major Actions": 1. The box entitled "Biological Opinion" should be deleted. The biological opinion could be discussed in the GeES Program document as a related and parallel activity; however, since it is not a part of Phase II of the GCES, the biological opinion should not be included on this figure.
