Barrett <br />October 14. 1988 <br />Page Two <br /> <br />The Commission and the States representatives must be involved in <br />and have direct input from the beginning of this study. Their input at <br />the technical level must occur: (1) during the preparation and review <br />of the plans of study, (2) throughout the study implementation as sig- <br />nificant milestones are reached, and (3) during preparation and review <br />of the Executive Review Committee Report. Limited participation as <br />Constituent Group or Focus Group members is not adequate. In addition <br />to establishment of a States Advisory Group, the Commission and the <br />States representatives request that a member of the Commission staff <br />and a representative(s) of the Lower Basin States be included on both <br />the Focus Group and the Integration Team. State representatives may <br />also want to participate on other technical study groups and teams. <br /> <br />Policy-level involvement by the States representatives must <br />include direct consultation before any decisions are made concerning: <br />(1) finalization of the Plans of Study; (2) finalization of the Execu- <br />tive Review Committee Report; and (3) formulation of Department of <br />the Interior action. The Commission and the States representatives <br />maintain that prior to transmitting the Executive Review Committee <br />Report and recommendations to the Secretary of the Department of the <br />Interior, the States representatives must be consulted and be given <br />the opportunity to suggest modifications to the Executive Review <br />Committee Report. When the views of the States representatives cannot <br />be included in the Executive Review Committee Report, they should be <br />appended to the report. <br /> <br />The Western Area Power Administration {Western) was not involved <br />in the original GeES program until the technical studies were com- <br />pleted. That must not occur during Phase II of the GeES. Western must <br />be involved in all aspects of Phase II of the GeES from the beginning. <br /> <br />A revised chart displaying the "GeES Phase II Program Process" <br />has been included herewith as Attachment 1. This revised chart <br />reflec~s the Commission and ~he S~a~es representatives: suggested <br />program process. It lists the participants involved, shows activities <br />as rectangles, and displays products as shaded rectangles. <br /> <br />The Commission and the States representatives have the following <br />additional comments on Figure 1, "Glen Canyon Environmental Studies <br />Program, Major Actions": <br /> <br />1. The box entitled "Biological Opinion" should be deleted. The <br />biological opinion could be discussed in the GeES Program document as <br />a related and parallel activity; however, since it is not a part of <br />Phase II of the GCES, the biological opinion should not be included <br />on this figure. <br />
