Box 11568 <br />Salt Lake City, Utah 84147 <br /> <br />Dear Cliff: <br /> <br />The following are the comments of the Upper Colorado River <br />CODlllission (CoDlllission) on the draft "Glen Canyon Environmental <br />Studies Phase II Program for Implementation" (GeES Program document) <br />dated August 30, 1988. These comments were prepared in consultation <br />with representatives of the seven Colorado River Basin States (States <br />representatives). In addition to these comments, the individual States <br />may elect to provide further comments. <br /> <br />The Commission submits that the use of Colorado River Storage <br />Project power revenues to fund the Glen ~anyon Environmental Studies <br />(~ES) program is inequitable to the power customers. <br /> <br />Phase II of the GeES is intended to be a "technical study" effort. <br />Its purpose is to investigate and to answer selected technical <br />questions. Once those technical questions are answered, policy-level <br />decisions will be made based upon the technical data and information <br />produced in Phase II of the GeES. Public Law 90-537 and other <br />components of the "law of the river" require that the States repre- <br />sentatives be consulted and given the opportunity to assist in the <br />formulation of decisions regarding the operation and management of the <br />Colorado River reservoirs. Representatives of the Basin States have <br />determined that Commission and States representatives' involvement, at <br />both the technical and policy levels of this study, is essential in <br />order to complete Phase II of the GeES as directed by the June 16, 1988 <br />letter from Assistant Secretaries Ziglar and Horn. Therefore, the <br />Commission and the States representatives suggest that a "States <br />Advisory {;roup" be created to allow them the opportunity to provide <br />technical input into the study at key points. Also, consultation with <br />the States representatives should occur prior to making policy-level <br />decisions. <br />
