<br />000313 <br /> <br />Draft <br /> <br />EXECUTIVE SUMMARY <br /> <br />INTRODUCTION <br /> <br />This report presents the results of an investigation to detennine the feasibility of developing a <br />decision support system for the South Plalle and North Plalle River basins in Colorado, <br /> <br />The South Plalle Deeision Support System (SPDSS) will encompass the entire South Plalle and <br />North Plalle River basins, The South Platte River basin includes all of Waler Division I except <br />the Republican River drainage and Water Dislricts 48 and 76 Ihat discharge to the North Platte <br />River, The North Platte River basin includes Water DistricI 47 in Waler Division 6 and Water <br />Districts 48 and 76 in Water Division I, <br /> <br />The SPDSS will consist of data that characterize the hydrologic and hydrogeologic syslems of <br />these basins and tools and models that provide enhaneed water administration and water resouree <br />planning capabilities, The purpose of the SPDSS is to assist water users and Slate officials in <br />developing, managing and preserving the water resources of the North Platte and South Platte <br />RiveT basins for the people of Colorado, <br /> <br />SPDSS will be the third decision support syslem developed by the State of Colorado, A decision <br />support system for Ihe Colorado River basin (CRDSS) has been developed and is currenlly being <br />used in Ihat basin for water management and development purposes, For example, the surface <br />water data sels and assoeiated surfaee water model (StateMod) are being used 10 detennine <br />sources of water supply for meeting Colorado's requirements for the Endangered Species <br />Recovery Program in the Colorado River basin, A decision support system for the Rio Grande <br />basin (RGDSS) is nearing eomplelion, Applicalions of that system are expected to include Ihe <br />development of rules and regulations for new well development in the San Luis Valley as well as <br />analysis of the Closed Basin Project and Inlerstate Compact operations, <br /> <br />Development of the SPDSS will build upon the experience, databases, tools and models already <br />completed for Ihe CRDSS and RGDSS, The South Platte River basin, however, is a more <br />complex river basin from hydrological, hydrogeological and institutional perspectives Ihan either <br />the Colorado River or the Rio Grande basins, Consequenlly, in order to produce a working <br />SPDSS il will be necessary, in some instances, to develop new data and enhance or develop new <br />ealculation lools and models, <br /> <br />This feasibility study is based on the needs of water users and State offieials as expressed in a <br />series of interviews and meetings, An original sel of 35 interviews was eonducted with water <br />users and Stale officials in late 2000 and early 200 I to detennine these needs, This was <br />supplemented with three publie meetings located Ihroughout the basin and numerous individual <br />meetings with water users that have eontinued throughout the teasibility study, A eore advisory <br />group has been fonned which is expected to continue throughout development and <br />implementation of the SPDSS in order to provide overall guidanee to SPDSS development. <br /> <br />p Idata\gen\sptlss'drafts lor core group subminal\e1(ec _summaT)'_ draft.lIoc <br />June II. 2001 <br /> <br />E-2 <br />
