<br /> <br />SOUTH PLATIE <br />SURFACE WATER SUPPLY INVENTORY <br /> <br />There are mOTe than 300 urban wal€r supply agencies <br />in the basin, Over 200 of which rely on the Denver <br />Water Department for at least part of their supply. <br /> <br />In 1970. there were 3,274 individual water rights held <br />in the basin. These included 2,092 diversion rights <br />and 1.182 storage rights. <br /> <br />There an' 900,000 irrigated acres in the South Platte <br />River basin. <br /> <br />THE NUMBERS GAME <br /> <br />To understand just about anything today, you need <br />to know a fe..... numbers. .....ell maybe a lot of numbers! <br />Phone numbers. street numbers, license numbers. <br />social security numbers, account numbers. . . the list <br />seems to be endJess. Well. here's thrcc more that <br />you'll need to know just to understand water quality <br />planning: <br /> <br />3.e - This is 8 sl'Ction of the original Water <br />PoUution Control Act of 1970 that provided for the <br />funding of regional urban water quality planning. The <br />OHCOG Water Quality !\lanagement Report. com. <br />pleted in 1974, .....as prepared with the help of a 3.C <br />grant. <br /> <br />208 - A section of the 1972 Water Pollution Control <br />Act Amendments called PL 92.500 that provides for <br />regional planning similar to the old 3.C plan but is <br />much more comprehensive. ORCOG has a $1.25 <br />~lillion EPA grant. and LWRCOG has a S590,OOO <br />EPA grant. Both plans will be completed in 1977. <br /> <br />303(el - A section of PL 92.500 providing for water <br />quality management planning for river basins within <br />states such as the South Plat~ or Arkansas Rivers. <br /> <br />WATER QUALITY <br /> <br /> <br />Water quality is an integral part <br />of any urban study. The Needs <br />Idf'ntification and Supplcmcmt to <br />the Plan of Study published in <br />May 1975, outlines an important <br />role for walE'r quality in this <br />study. <br /> <br />The first phase consists of t.....o parts. Thf' first was <br />the preparation of the 3031e) South Platte WaU>r <br />Quality Management Plan by the State of Colorado. <br />This .....as completed and approved in November 1974. <br />The second part is the preparation of a water quality <br />plan for castt'm Adams and Arapahoe Counties and <br />western Boulder and Jefff'rson Counties. These areas <br /> <br /> <br />are not included in either the 303(el Basin Plan or <br />Denver's 3-e Plan. The Corps of Engineers entered <br />into an agreement with the Denver Regional Council <br />of Governments IDRCOGI for the preparation of the <br />Mountain and Plains Area Plan to deal specifically <br />with these areas. This plan .....as completed in July <br />1975. <br /> <br />The second phase .....as initially outlined as a <br />cooperative effort between the Slate, DRCOG, EPA, <br />and the Corps of Engineers. Non.point source <br />problems such as irrigation return flows and other <br />identified in the 303(el Basin Plan .....ere to be the <br />basis of the water quality effort in the South Platte <br />Urban Regional Study. This has recently been <br />changed by the availability of 208 .....ater quality <br />planning grant funds within the EPA. These funds <br />are given to the designated regional planning <br />agencies for preparation of area.....ide water quality <br />management plans.
