It is further antioipated that <br />as return flows from the Colorado-Big Thompson and Blue-South ~latte <br />Projects become more pronounced and further tend to stabilize the flow <br />of the river the market for supplemental water on a year to year basis <br />will gradually disappear since the direct flow ri~hts now held by the <br />currently irrigated land will be more nearly satisfied. At some such <br />time in the future, it is proposed that the Narrows Reservoir then be <br />used for irri~Qtion of new lands. It is further anticipated that a <br />filing will be mnde for a direct-flow right for any such new lands so <br />that direct flows occurring during the irrigation season in excoss of <br />ttose required to satisfy all senior rights might be available for their <br />use. <br /> <br />I, <br />'I <br />I <br /> <br />5. Question: Yfuat will water cost to the water users in such <br />proposed new projects? <br /> <br />Answer: <br />this question, but <br />ability to pay. <br /> <br />As previously stoted, no firm answer can be given to <br />in no event can the charge exceed the water users' <br /> <br />6. Question: How does the Bureau propose to supplement water on <br />present existing irrigation projects? <br /> <br />Answer: As previously stated under 4, during an interim p9dod, <br />water could be sold on a year to year basis to existing irrigation pro- <br />jects until such time as return flows setisfied the dem',nds of currently <br />irrigated lands and the market for this supplemental water disappeared. <br />In the event the market for this water continued long-time payment con- <br />tracts for either a share of Rarrows keservoir capacity or for delivery <br />of proportionate amounts of water held in the Narrows Reservoir may be <br />entered into under the Reclamation Law. Any regulation of water por- <br />formed by the Narrows rteservoir for the benefit of either new or supple- <br />mental lands is a service for which the Harj'ows shculd be reimbursed. <br /> <br />7. Question: Reservoirs below the damsitc as wall as direct prior- <br />ities are-someVVl1.lt dependent upon the return flow from reservoirs above <br />the Narrows damsite. B.as any study been made <br />as to the oxtent of the raturn flows from the upper reservoirs? <br /> <br />Answer: As has been previously stated, the only waters storable <br />in the Narrows Reservoir are ti10SO in excess of the aJOount reouired to <br />satisfy existing appropriations. Under State law and amninistration by <br />the Stah Engineer, water not belonging to the Narrows i(esGrvoir must be <br />passed through the reservoir and mada available to downstraam users in <br />their relative order of priori ty.
