<br />2983 <br /> <br />. <br /> <br />. <br /> <br />the Narrows Unit an attempt was made to evaluate the amount of return <br />flow whiohwould develop in various reaches of the stream. These evalu- <br />ations were used as a basis for estimating the amount of water available <br />for senior appropriators and the demands for supplemental water that <br />might be antioipated at Narrows. <br /> <br />8. Question: Assuming that direot priorities above the reservoir <br />have been supplied their priorities, and next senior direct priorities <br />are below the damsite, in cases where freshets or small raises appear <br />in trte river, wha. t is the Bureau's proposal as to passing t,;is water <br />through the reservoir? <br /> <br />Answer: As st;ted under No.7, river administration by the <br />state Engineer or his representatives would only allow the storage in <br />the Narrows Reservoir of that water whioh would belong to it under its <br />relative priority. As nearly as possible, water which is not stora~le <br />in the Narrows must be passed through the reservoir to restore to the <br />stream, waters whioh should be there in the same rranner as they would <br />have oocurred naturally. <br /> <br />9. Que~: rlave the Bureau investic;ators for this projeot become <br />fully famil iar with the wa tar ri{';hts on the South Platte River, partiou- <br />larly with reference to tlle practical, actual operation, the limitation <br />of time and oapacity" Are they familiar with proposed improvements, con- <br />ditional deorees, and added use of water by present water users as addi- <br />tional supplies beoome aveilable" <br /> <br />Answer: On many individutll details, the Bureau investigat'L's <br />are perhaps' not as familiar as many of tlle people dealinc; intimately on <br />a day'to day. basis with that particular detail. On a koad, overall <br />basis, it is believed the bureau investigetors are as compBtent and are <br />as familier as anyone faced with the study of the same problem could be. <br />As has previously been stated, Narrows must operate within the State <br />law and the decrees and appropriations of water as recognized by the <br />courts. Such decrees are all a matter of record and the system of river <br />administration as practiced in Colorado is well known. <br /> <br />10. Question: Would the Bureau recognize the right to refill reser- <br />voirs as has~ oustomary in the past after present decrees have been <br />satisfied? <br /> <br />Answer: As has been previously stated in answers to many <br />questions "bove, the Bare au would operate the Harrows Unit in accordance <br />with State law and in accordance with the terms of the repayment contraot <br />with the Northern Colorado Water Conservahcy District. However, it is <br />pointed out that in the changed river regimen that will prevail ~fter <br />the return flows from the Colorado-Big Thom:>son and Blue-South Platte <br />Projects are stabilized, there should be sufficient water in most years <br />to satisfy direct flow decrees. The demand for stored water from exist- <br />ing reservoirs and the need for multiple fillings will greatly decrease <br />or disappeflr. <br /> <br />10 <br />
