<br />- <br /> <br />. <br /> <br />June 26, 1987 <br /> <br />Draft Federal/State Colorado River <br />Management Work Group Report <br /> <br />Recommended Process for Developing <br />Annual Operating Plans for the <br />Colorado River System Under Full Reservoir Conditions <br /> <br />Chapter 1 <br /> <br />INTRODUCTION <br /> <br />A federal/state Colorado River Management Work Group was <br />created in May 1986. It was charged with the responsibility <br />for developing a recommended process wherein Annual Operating <br />Plans (AOP) for the Colorado River system would be formulated <br />during periods of full reservoirs and excess water <br />conditions. This document defines the recommended process <br />and provides background information on the necessity for <br />varying from a minimum flood control requirement operation, <br />from time to time under full reservoir conditions, to more <br />effectively manage excess river flows. <br /> <br />1.1 Goal <br /> <br />The goal is to provide for more effective management of <br />the reservoir system during full reservoir conditions and to <br />optimize, to the extent possible, any benefits that can be <br />derived from the planned release of water for beneficial <br />consumptive use and that which is excess to the system. This <br />will be done in a manner which will preserve water <br />conservation as the system's pr imary purpose and which will <br />be consistent with the existing Criteria for the Coordinated <br />Long Range Operation of the Colorado River Reservoirs <br />(Operating Criteria) and the Hoover Dam Flood Control <br />Regulations. Full reservoir conditions are likely to persist <br />for the next several years. <br /> <br />1.2 Definitions <br /> <br />"Excess water", as used in this context, is water that <br />the Bureau of.Reclamation (Bureau) anticipates releasing from <br />Hoover Dam under most probable water supply conditions in <br />compliance with the Hoover Dam Flood Control Regulations. <br />
