<br />" <br /> <br />,. <br /> <br />2) By September of each year, the Work G~oup would <br />advise the Basin statesh' governor-appointed representatives <br />and the Secretary of t e Interior as to the probabilities of <br />water supply and consumptive water use needs for the ensuing <br />water year. On the basis of the probable water supply <br />conditions and projected beneficial consumptive water use <br />requirements, the Work Group would submit a recommended AOP <br />to the Basin states' representatives and the Secretary of the <br />Interior which would provide for meeting the consumptive <br />water use needs of the Basin states and Mexico to the extent <br />possible, consistent with the Operating Criteria, and which, <br />if appropriate, would provide for the redistribution of <br />excess water releases for more effective river management. <br />It would provide for "appropriate consideration of the uses <br />of the reservoirs for all purposes, including flood control, <br />river regulation, beneficial consumptive uses, power <br />production, water quality control, recreation, enhancement of <br />fish and wildlife, and other environmental factors". <br /> <br />3) Per iodically throughout the year, but at least once <br />a month, the Work Group would review the current Basin <br />hydrologic conditions, including forecasted water supply, <br />reservoir status, projected depletion schedules, and other <br />parameters deemed necessary in monitoring and assessing the <br />current and projected operating plan. When appropriate, the <br />Work Group would recommend modifications to the AOP, <br />consistent with the continuing evaluation of the key <br />parameters and assessment of benefits and risks. <br /> <br />3.7 Other Recommendations <br /> <br />1) To assure the timely implementation of the AOP, it <br />is recommended that the Secretary adopt an AOP by no later <br />than October I of each year. In so doing, it is recommended <br />that the Secretary advise the Basin states as to the <br />availability of river water for the ensuing calendar year. <br /> <br />2) As provided in the Mexican Water Treaty, the formal <br />notification as to the availability of excess water for <br />scheduling an additional delivery of 200,000 acre-feet to <br />Mexico, in accordance with the Treaty, should take place only <br />after after it can be assured that all the Basin states' <br />beneficial uses of Colorado River water can be met, and only <br />after the representatives of the Basin states have been so <br />notified. <br /> <br />3) It is recommended that the Secretary of the <br />Interior's authority for annual declarations of river and <br />water supply conditions be delegated by the Secretary to the <br />Assistant Secretary for Water and Science. <br /> <br />-41- <br />
